Intervention in the Commission for the European Union Summer School


Statement regarding the non-legislative proposal on Melilla, a meeting of alliance of civilizations and security cooperation and development, during the semester of the English presidency of the European Union.


"I want to begin by highlighting the opportunity and it seems fitting that we in the Socialist parliamentary group submitting the proposal not of law by the United Left. I had the opportunity to meet well Melilla together with other colleagues in this House, we were a group of deputies, as part of a conference organized by the Socialist Party, entitled Committed to Melilla, and we know much more a reality that certainly we have far geographically but not from the political point of view or from the point of view of the commitment that we feel in the autonomous city of Melilla. One of the most palpable precisely this trip, besides, obviously, the modernist architectural jewels of enjoying the city of Melilla, was precisely how the reality of there shows us a land that is a crossroads of cultures, civilizations, different languages, different traditions, and how to live with all these differences is possible. No doubt already been said here, one of the challenges of the XXI century will be managing the complexity, the management of difference, diversity management. Attempting to homogenize the world is and will be impossible, not only because we are unwilling to be so, but because it will be physically impossible. Moreover, we seem deeply impoverishing and conservative. Only the fear of different leads precisely to try to combat it, identify it as a problem, as an enemy, and we believe that this approach is erratic. In a global world in which we, the commitment to respecting differences is fundamental precisely to avoid new conflicts, but not only that but also to resolve existing conflicts, entrenched. And this is the commitment we have made since the Government.

The Popular Party spokesman said that, faced with the difficulties, the solution is the clash of civilizations. Our approach is different, completely different. The clash of civilizations is a deterministic position is a position of resignation. Differences are irreconcilable, therefore, inevitably go to a clash of civilizations. We think the opposite. Clearly, differences and able to live in this difference is not without difficulties, but we believe in dialogue, by the alliance, for the job, try to build common ground between civilizations. From this view, the Prime Minister in the previous legislature launched a concept that has emerged in the debate today, which is specifically intended to lay the foundations of relations between countries, a new different bases: the concept of the Alliance of Civilizations . From our point of view, there are many international organizations have worked done throughout history in this direction, consider, for example, in United Nations or at the Unesco-making knowledge cultural, ethnic that knowledge, that religious knowledge, language, precisely to help mutual understanding, respect and peace among countries and civilizations. With the proposal of the Government of Spain of the Alliance of Civilizations is not intended as just a mere dialogue among civilizations, but an active engagement, that is, an action against intolerance, against radicalism, against fundamentalism, and, same time, a move by the recognition, respect and the meeting and peace. What could be summarized in two fundamental premises that actually give little in politics and in the abstract could formulate as follows: for a hand, focus on the similarities in what we share rather than the differences or conflicts, and, secondly, think about what we can learn from each other. Therefore be clear that it is a bidirectional relationship, not just an input to another for the other to learn how taxpayer, but we also have much to learn and others therefore have much to contribute. Thus, the Autonomous City of Melilla, from our point of view, so it seems appropriate the proposition of law, may very well represent these values \u200b\u200bof coexistence and understanding. Geographically, the city is on the African continent, thus rendering the border with a Muslim country, like all know, with other religions, other customs, other cultures, other languages. The first point of the proposition of law seems correct, as it is, uniquely, a very good representation of the Mediterranean cultural diversity, as has been said in this Committee. On the second point, the Socialist parliamentary group has tabled an amendment to change, because the original wording seems impractical. Reference to the Political and Security Committee, a body under the Council of the European Union which is the preparatory body, in accordance with the regulations of the Council should meet in Brussels imperative, hence seems to be very complicated this committee, this meeting, which is transferred to Melilla. In addition to this legal argument, that from our point of view would resolve the issue somehow does not seem not unreasonable to propose that the Political and Security Committee, as a matter operational, logistical, moves, taking into account that meets the least twice per week at a city different from Brussels. On the other hand, looks like it might be more appropriate to opt for this to Melilla in the activity of the European Union and especially member countries more aware of this territory. Quiero finalmente hacer referencia a la enmienda del Grupo Popular. Si Izquierda Unida aceptara la enmienda del Grupo Popular, nosotros no tenemos inconveniente en continuar votando la proposición no de ley, pero no estamos de acuerdo con que la situación de Ceuta y de Melilla sea absolutamente idéntica.
